Job Title:                   Grants Officer

Project:                      Cameroon Strengthening Civil Society and Community Resilience Program

FHI 360 is currently recruiting for the position of Grants Officer for a five-year, USAID-funded project, Cameroon Strengthening Civil Society and Community Resilience Program (SCS-CRP), with a budget of $11 million. The goal of the SCS-CRP project is to empower Cameroonians to address their needs through increased access to services and ability to advocate.

Job Summary:

The Grants Officer will support the oversight, management, and implementation of the different grant portfolios awarded under SCS-CRP. S/he will work with the Grants Manager and other members of the project team (i.e., finance, procurement, monitoring & evaluation) to establish and manage the grants management system for the program, oversee training of program staff, and support capacity building for grantees on grants policies and procedures. The position is based in Maroua, Cameroon and will require frequent in-country travel to selected target communities in the Far North and North Regions.

Essential Job Functions: Duties and Responsibilities

  • Work closely with Grant Manager to manage the full cycle of grants management activities, from solicitation and pre-award assessments to monitoring/compliance visits  and close-out procedures;
  • Support the evaluation of grant applications, proposals, and awards to ensure adherence to grants management procedures;
  • Assist with drafting grant agreement documents, modifications, and negotiation memos;
  • Maintain accurate and complete files of grants documentation;
  • Support the provision of training and technical assistance to grantees on USAID and FHI 360 regulations, financial management, and reporting;
  • Conduct monthly reviews, audits, and approval of grantee advance and expense reports to ensure they are accurately recorded and reconciled against supporting documentation, and that budget amendment requests from grantees are communicated to the Grants Manager for approval; and
  • Conduct and document regular grantee site visits to ensure that pre-ward conditions are addressed, as well as close-out visits at the end of grantee period of performance to ensure close-out checklists are completed and outstanding issues are addressed.

Minimum Requirements

  • Bachelor’s degree or international equivalent from an accredited university in a relevant field such as accounting, business / business administration, international development, or related field;
  • A minimum of five (5) years of work experience with at least three (3) years of grants experience;
  • Demonstrated experience working with Cameroonian civil society sector;
  • Knowledge of Far North and North Regions and fluency in at least one local language required;
  • Experience with basic financial management skills including developing and monitoring budgets and financial reporting.
  • Action-oriented and resilient in a fast-paced environment. Ability to manage a complex and varied work load under pressure.
  • Strong computer skills, including Microsoft office suite.
  • Familiarity with USAID programming, rules and regulations highly desired;
  • Ability to work effectively in a highly collaborative team and possesses excellent interpersonal skills;
  • Strong written and oral communication skills;
  • Fluency speaking, reading, and writing in French required;
  • Proficiency speaking, reading, and writing English preferred; and
  • Demonstrated excellent organizational skills and attention to detail.
